by Tim Troglen Reporter Peninsula -- Voters in Peninsula voted "no" on Issue 23, which would have paved the way for a proposed charter commission to be formed. The issue was defeated 96 votes (52.5 percent) to 87 (47.5 percent), according to final but unofficial results from the Summit County Board of Elections. Pam Burda, village clerk and treasurer, said the issue would have allowed the village to explore the possibility of forming a charter. She said the village had been "statutory village" since being founded in the 1800s. She said a charter would have allowed the village, which follows the Ohio Revised Code, to form a charter to tailor laws more specific to the village's needs.
