City worker faces nudity-related charge

Hudson -- A Hudson city equipment operator in the service division has been charged with illegal use of a minor in nudity-oriented material or performance, a fifth-degree felony.

Herbert D. Twiggs of Hudson was arrested by Hudson police April 23 and arraigned at Cuyahoga Falls Municipal Court the same day. He was released on a $25,000 bond.

City Communications Manager Jody Roberts said the incident is still under investigation but is work-related. There could be additional charges, she said.

Twiggs was hired as a seasonal employee in 2003 and became a full-time employee in August 2004 as an equipment operator in the service division, Roberts said. He is a member of the Teamster union and earns $21.65 per hour.

Roberts said April 24 Twiggs is on administrative leave with pay pending a pre-disciplinary hearing which was set for April 25.

Twiggs is scheduled to appear April 30 for a preliminary hearing at Cuyahoga Falls Municipal Court.
