Council members are envisioning offices at the former Youth Development Center on Hines Hill Road.
The city is considering commercial uses for 136 acres of the property, south of Hines Hill, where 14 buildings, which formerly housed the Cuyahoga County Youth Development Center, are located.
When the city purchased the 429-acre property from Cuyahoga County in 2009 for $6.9 million, a provision restricted the land for public purposes. However, that restriction expires in September 2014.
City Council could decide at its Dec. 5 meeting whether to tear down the 14 buildings, estimated to cost $1.2 million and budgeted for $100,000 per year.
